2011.3 「因應新興感染性疾病 政策建議書」pdf

防疫政策建言，「集結國內醫學、公衛」頂尖專業人事的建言。政府應該好好藉機思考審視

如何整合臨床醫學及基礎醫學領域、公共衛生領域，對基礎與臨床研究對策、防疫法令、組織職掌、人才培育、防疫及研發預算、產官學合作網絡、疫苗及生技醫藥產業，及國際合作等方向來推動研究能量與成果，以增進我國重要新興感染性疾病之研究能力，並將「基礎研究成果轉為國家防疫政策之實證基礎，而達防範疾病流行於未然」，是政府必須嚴肅面對的重要課題。

「防疫政策分組政策建議書」有幾大建議：

1.衛生署「防疫醫師」群的角色及功能須更加強化

2.在地方防疫人力部分，地方政府應透過制度面的改革，如利用五都改制的契

機，增列防疫醫師編制 （台北市市長候選人）聽到了沒？

3.衛生署掌握有最完整的防疫資料庫及全國性的臨床檢體

，建議衛生署與各個合約實驗室簽訂較長期（如三至五年）的補助合約

4.衛生署掌握有最完整的防疫資料庫及全國性的臨床檢體，應加倍提升其研究

品質及研究成果發表速度。

5.衛生署疾病管制局的實驗室等同國家級的生物病原檢驗中心，必須要再加強新興傳染病的發現及診斷能力；其他例行性檢驗則可培養醫學中心或研究單位實驗室協助執行

6.「防疫中心」的設立是一前瞻性的規劃，，政府應堅持政策並加速進行，不應受短期政治因素的影響。

7.為解決國家財務不易即時因應新興傳染病爆發流行的問題，建議政府設置26 

「防疫基金」，由衛生署逐年編列基金預算

8.國內需要有本土的疫苗產業。

9.為使傳染病醫療體系具有量能因應更嚴重疫情，應明定區指揮官有職權協調

非「隔離醫院」或「應變醫院」的其他醫院提供醫療資源，並在平時就與緊

急醫療網維持密切關係； (非孤軍奮戰）

10.在防疫國際合作部分，可鼓勵醫界及學界支援開發中國家的防疫調查工作，

或以自身強項（如資訊技術）協助有需要的國家；重要防疫議題透過海基會及海協會的協調，或主動舉辦防疫論壇，增加雙方面對面的溝通交流。

中央級的部會間資源調度指揮中心 實施辦法 （法規）=> doc下載

是醫療領域 「傳染病防治醫療網」 之上的調度單位。不只是衛生署、還有內政部、國防部、交通步等等。

若「防治醫療網」力有未逮，將提升到此層級統一協調全民作戰。
